According to para. 2 of Art. 27 of the RF Law "On education" educational organizations having the state accreditation, has the right to issue its graduates successfully pass the final certification, education documents of the state sample. However, according to Art. 8 and Art. 11-1 of the Law in educational institutions can be both public and private.

Does the right to issue documents on the establishment of the sample including private educational institutions transfer functions of executive educational organizations?
